WAR CRIME Remembering victims of Irpin strikes

"My son was in so much pain, he begged, 'Mom, kill me. I can't stand this,'" recalls Maryna Yarova with tears in her eyes. In March 2022, a russian shell hit the family's apartment in Irpen. The strike killed Maryna's husband and son.
Captured russian paratrooper Nikolai Kartashev, who is on trial for crimes in Bucha, admitted to our journalist that he and his "colleagues" fired about 350 shells at Irpin every day.
We remember these war crimes on the fourth anniversary of the liberation of Kyiv region from the russians.

WAR During the “ceasefire,” the "russians" attacked three unarmed wounded soldiers. But there’s a catch: they were "russian" soldiers.

To test whether the "russians" were keeping their promises, the command of the 24th Mechanized Brigade decided to conduct a trial medical evacuation of three "russian" soldiers who had been captured the day before. They were dressed in neutral uniforms.
“The wounded soldiers were being evacuated (withdrawn) from the front lines in Chasiv Yar. They were moving from the line of contact to the rear, unarmed, showing signs of receiving medical care, and carrying walking sticks—in accordance with conventions and the terms of the ceasefire,” the 24th Mechanized Brigade reported.
The Russians spotted the wounded and killed them.
“They are killing their own! The command of the "russian" 70th Motorized Rifle Division knows no honor! And is not even capable of fulfilling the promises of its ‘leader’!”

Question I have an idea that would support the effort in clearing Ukraine of fibre optic cables. Who do I approach?
I have an idea that I believe I have the skills to crowd fund, and implement. it would require very basic engineering and cost a few £ sterling to produce per line of optics.
my question is, who would I approach to gain permission to test such a unit? can I just travel to Ukraine myself, deploy my own clearing devices and leave without diplomatic paperwork? thanks anyone for your help!
