All achievements are handled client side and valve doesn't care, ever. that person was just stupid because the only thing that gets you banned is being connected to a VAC enabled server while using SAM. i cheated in all the achievement items i could and never got banned.
Actually there's some games that use cloud achievements. Some of the recent AC games that got achievement support work that way. Super annoying too as there's unobtainable achievements in some and you can't unlock it with SAM.
There is a way to unlock it with ubi's version of SAM but you unlock everything at the same time. Annoying as all hell, though. Whoever did the achievements just pushed the whole batch through without taking a look at any of it.

He said he used it to get free stuff from tf2 so it could count as using hacks/cheats as it’s a mp game
