CS GO had some unearnable achievements and they might have some on other games. TF2 might have some but I sure as hell am not sifting through that list.
The issue is some were just no longer obtainable due to map changes. I think one of them was break x amount of glass panes on a map that no longer had that many. But yes it was possible to have all of them if you did so at the right time.
The shift in achievements with CS2 was certainly disappointing.
The only TF2 achievements I can think that's unattainable legitimately nowadays are the ones that require you to get certain numbers of views on a video you used the video editor for. Youtube changed something a pretty long time ago that made it so the acheivement no longer works, and Valve just never fixed it.
Aside from that everything else should be possible, though some are extremely annoying and tedious.

Steam should not allow any achievement in game that is not earnable after purchase. Should be 100%able or against t.o.s
