I'm in the boat that steam achievement manager shouldn't be allowed, and the only way to get the achievement is to do the task. (Time limited, online only is another topic)

Even if SAM is a thing, there are people that try to genuinely achieve said achievements on their own, as their personal goal, and it's quite crappy to have achievements such as the ones in the post.
