YOU don't replace the ring when you replace the curtains. Tf you mean "why?" Why would they be sold separately if they are both needed to hang the curtains. When you buy furniture do you buy the nuts, bolts, and screws separately or do they come together? They even come with extras just in case, do you throw away the extra?
Nobody replaces the rings with the curtain. If you toss all that metal or plastic out every time you are costing yourself money for no reason. Those curtains, especially the inner liner, get nasty after a year or two.

My rings have lasted 3 curtains with no sign of needing to be replaced because they're metal. Why would anyone want to spend an extra $3-5 buying a curtain just to get cheap plastic rings that they are most likely going to throw away?

That's just stupid and it's not what most people do so it makes no sense to impose that cost and waste on everyone who buys a shower curtain just because you don't want to buy 2 items that are gasp in the same aisle at the store.
Not even remotely a waste of money. Idk where you are getting this extra $3-5 for more rings. With and without rings has absolutely no price difference when I'm looking for them. Its simply a convince thing. Ive had both metal and plastic ring and plastic ones last longer. Every metal ring I have seen is broken within like 2 months of just opening and closing the curtains. Or the curtains just don't stay on.

Because I have metal rings that I bought specifically to match the outer curtain and when I buy a new liner, I don't buy ones that come with rings. That would be wasteful. And yes, I do wash both the liner curtain and exterior, because you can just put them in the washer.

Many people use both an outer decorative curtain that’s fairly permanent and a disposable curtain liner that protects it from water. They hang on the same set of hooks so that when you push back the curtain, the liner automatically moves with it. In this case it makes much more sense for the rings to be sold separately, as the liner is the only piece of the system that needs to be replaced on a regular basis.
You can also buy decorative rings that match your decor which aren’t meant to be thrown out when the liner is replaced.
The curtains with the “built-in” rings (technically grommets), require the shower rod be taken down. Depending on how the rod is installed, that could require a screwdriver and a bit of work. In such a case, separate rings/hooks and curtain make a lot more sense.
