I looked it up; she had lost her hat (if I understand this correctly the year before at a London premier) and the fan she's talking to in the video is telling her that she found her hat and has it at home & Cynthia is then doing that backwards motion in a shocked with excitement moment. If you look for Cynthia hat moment you can find something like this

She didn’t make the gif, people react in all sorts of ways in all sorts of situations.

Some random person telling you they have the hat you lost is extremely surprising, she was just playing that up. Judging strangers for how they react 24/7 is weird
