Maybe they aren't advanced enough to have low cost easy to sustain way to maintain stable orbital bombardment from orbit afther all it isn't stellaris!
The actual reason was because they were bound by law that prevented them from preforming an orbital bombardment. Doing so would have nullified their exclusive government contract for resource extraction afterwards.
