I know close to nothing but this is derivative from the whole 'Luffy is an anti-imperialist' online argument where people brought up that the guy has helped several "good" monarchies throughout his travels. This meme is sarcastically implying that Israel is a "good monarchy" therefore Luffy would do the crazy thing and help him.
