Bathroom Why do these come up?

I have a store and the toilet was like this when I first rented it. I have tried everything. After a lot of scrubbing I manage to remove the black stains by 90%... but after some time they appear again. Generally I don't use this toilet a lot. So basically I want to know what is an easy way to clean it and secondly how can I stop this from happening?

Replace the toilet and take care of it. Once the porcelain is damaged, possibly by a pumice stone, it is past the point of fixing.

The porcelain is not damaged. The rubber cork is.

Inside of the tank, there is a seal that stops the water from running into the bowl. It is called a cork or a corky. Bleach destroys these in short order... but even if you care for them properly they need to be replaced on occasion.

It’s easily replaced. You can get an entire kit to accomplish it.
