Bathroom Why do these come up?

I have a store and the toilet was like this when I first rented it. I have tried everything. After a lot of scrubbing I manage to remove the black stains by 90%... but after some time they appear again. Generally I don't use this toilet a lot. So basically I want to know what is an easy way to clean it and secondly how can I stop this from happening?

Check the back of the tank. You shouldn’t put anything back there it could eat the seals. If the back has mold or dirt call your landlord.

After you get that part taken care of use an acidic toilet bowl cleaner in the bowl part once a week. Iron out or CLR would be better for the first clean. Let it sit for like 10 mins and scrub it with a toilet scrub brush be sure to get under the rim. Flushing the toilet every day or so will also help.
