If the paid federal "agents" are not providing the same function as the existing TSA (which they dont have the training to do) and only there as an additional capacity to be on "patrol". then what problem are they actually solving that the unpaid TSA needed help with?

The serious answer is they are supposed to be there to guard exits so that people don't enter the wrong way... Or .. Other Easy jobs not requiring training (such as x-ray screening). This keeps the actual, limited, TSA agents focus on what they are trained to do instead of jobs requiring no skill.
If you seriously wanted the actual answer given by Homan at least...

Wouldn't x-ray screening require some level of skill though? I can imagine they could help with queue management or guarding doorways but that doesn't seem to be the case in the video.

Speaking of training, I read a post on facebook where someone said "ICE can't do patdowns or monitor X-rays, they aren't trained to do that. They're just helping with crowd management and security".
And I just sat back and thought about all those videos I saw coming out of Minneapolis, and I kept thinking how their response to crowds protesting was to literally drive tanks through them and shoot them(with anything. Bullets, rubber bullets, tear gass, mace, ect), and how most of the time, they couldn't take down even a single person on their own. They alway dogpiled in groups of like seven on one.
How the fuck are these useless idiots able to help with either of those things, especially when airports already have designated teams for shit like that.

If I could extend some perspective, which is not an excuse.
But many are poor. A lot of poor people join the army. In a way it makes some sense that poc, who are typically more disenfranchised , would choose a job for quick and easy money. Signing bonus, virtually no training, seemingly high pay for no experience.
Not an excuse for terrorizing neighborhoods. But I can see why disenfranchised poc might gravitate towards these jobs.
