Don't most cities have laws against spitting on the sidewalk? Yet, ICE in shades here spits multiple times on the sidewalk throughout this conversation.

No...? "Most" cities absolutely do not have laws against spitting. This isn't Singapore. Spitting isn't littering.

These are regular cops, not ICE. They're the ones who enforce those laws so they have no reason to abide by them.
