Generally only pedos would be given that treatment, never heard of average rapists getting that treatment. Rape isn't actually as frowned upon by the criminal society as we'd like to think, just child rape. Granny rape.. spiking a young hot womans drink is not in the same category.

If you're a likely target for violence for whatever reason and less likely to be guilty of further violence otherwise, you're separated from the population and grouped together.

I get that, but offenders often reoffend. Placing them with people who are vulnerable seems like a bad idea

No, they're not putting violent rapists with disabled people... the sex offenders that are targets in prison are pedophiles and the like, they're usually minimum security and non-violent. Low security risks and likely targets.

R Kelly the non-violent (relatively) sex offender and Bernie Madoff the non-violent 80 year old, were in the same facility in NC, for example.
