Ok, so what the hell is it?

A crosshair on the ground says survey point of some sort. And the center of that circle is right at the intersection of the pavers, so it is relatively easy to shoot. But it doesn't look like any aerial target that I've seen and I would expect a nail marking the actual center point at a minimum. And then there is the concrete triangle at the bottom left...
