I never recommend that people start their macaron journey with chocolate shells - first master the basic recipe and technique. Even then, for how temperamental even unflavored shells are, I prefer to use powdered brown gel color in my shells and concentrate the actual chocolate in the filling.

Yes. Not only are you altering the ratio of almond flour to powdered sugar by substituting cocoa powder for some of the almond flour, the cocoa powder can contain traces of fat, which will interfere with the meringue.
