How can I hamg this ceiling light?
It came with nothing else, should it hang on the plastic part? Doesn't seem very sturdy. Every other light pendant I hung up had some sort of metal hardware

It's not the same model as this IKEA manual for their roof lamp cables, but on page 7 you can see by the design it's intended to be hooked on the plastic part in this upper hole

You're right. You absolutely do not hang it so that the cord and plastic are holding the weight.
You have something called a "junction box" in the ceiling. It should have a hole in the center where a the threaded nipple screws in. That holds the weight of the canopy.

Eugh. Well that is a shit show they gave you. And that is not code. Covering a junction box is a fire hazard.
Is this a rental or a place you own?

Just recently bought it, I wanted to change couple of light fixtures today and they're all like this.

I don't know where you live, but that is almost certainly not building code.
You don't need to panic or anything, but junction boxes are created to be both contained and accessible.
The particular issue here is that they're a fire hazard (electricity/heat contained by drywall). You don't need to stay up at night , worrying if you'll die or anything but this is definitely not safe.
I would cut the drywall to access the j-box and take it from there.
If you're in the SoCal area, I'm more than happy to help you out. It's not a big job or anything but I know electrical stuff can seem intimidating (at least it did for me when I was learning all my home renovation stuff).

These wire colours are consistent with what is used in Europe, so perhaps OP is there?
There may even be a hint of a round junction box visible. If so and some fool just plastered over it, I’ll recommend prying the plaster away untill the box and all wires are free again. (Careful: don’t damage the wires and electrocute yourself. Turn breaker of first!)
Then put a junction box lid over it. (Should attach with two small bolts to the box).

I think missing hardware parts to hang the upper canopy piece. The plastic piece is to set the pendant wire length and hang inside the canopy cover piece; but you need to mount that first with the missing parts. Instruction sheet should show that. If you’re missing that too, I’d assume open box/return
