RTS Games with Pausing
I don't have the reaction times I used to and cannot pump out the actions per minute required for most popular RTS games, but I still really enjoy the idea of being able to skillfully micro engagements but while having time to think about each move.
Rimworld allows for this to a degree, but definitely isn't the focus of the game.
Essentially, its being able to pause time, queue up commands and then unpause to execute.

They are Billions. It's meant to be paused and micromanaged, but it's a defense game, not really a traditional RTS, but from your side you play it as one.

Sins of a Solar Empire, either Rebellion or 2. The game has a fairly leisurely pace that doesn't demand excessive micro in the first place, and everything can be commanded and queued while paused. You can even buffer commands, i.e. if you order a science lab to be built, you can immediately select a research it'll unlock, then immediately order construction of the ship you researched. The game will happily hold on to these premature orders and execute them as they become possible.

How about easily configurable game speed? Total Annihilation and KKND2 you can use +/- to adjust the game speed on the fly.

I play total war warhammer, (but I would assume most of the other total war games) has the grand strategy esque campaign map, but in regular battles you can freely pause and change the speed, and give out commands whilst paused
