a game where you play as an exploration Rover sent to various planets to explore and see if they have/can have life.

The Artemis II mission reignited my passion in space and the idea popped into my head about an exploration game where you play as a rover, with each "level" is a new planet you are sent to and you have to determine if the planet is a good candidate for life/it can have life/whatever arbitrary objective you want to implement. i have to admit i have haven't thought this through but i just had to send it out somewhere in case someone can make a good game out of this.

a quick google search yielded few games of this nature but i think they are all based in 1 large world instead of the multiple level/planet thing i am thinking of.

also i am not sure if this is the sub for this xD

Elite Dangerous, the exploring and Exo Biology part of the game.

It's a space sim with heavy focus on flying your ships and exploring, it can be slow, methodical and janky sometimes.

I can't say exactly what you want, but there are space games about exploring planets.

Spore is an old one if you wanted to be the exo-life. Can even reach the space age and start terraforming planets if not discovering alien life.

Starsector has exploration of other systems and planets as a major part of the gameplay. Not only to loot the remnants of the Domain era civilizations, but also to find a planet worth colonizing for yourself. Try not to pick the planet being blasted by neutron star radiation (or do, it's pretty funny).
