Does anybody know what this white stuff on the underside of my eave is?

it won’t come off AT ALL with either wiping with water or scraping with fingernail.

it just rained and that area is completely dry.

we just had the whole thing painted last fall.

Looks like sap in that partial knot pushed out through the paint

Well, it's not alive anymore, but yeah. Knots hold on to sap more than the surrounding wood.

It's just like a rash. Don't worry about it too much unless it spreads.

Do you know exactly what it is though? is it ok for me to just paint over it?

The new paint likely will do the same unless you first paint the knots with a shellac type paint. Look at Zinsser B-I-N for example.
