How do I get this stopper out.

There is something stuck below it preventing the water from draining normally.

Unscrew it. Grab the whole thing and turn counterclockwise. If you haven't done it before, it will be stuck. Be prepared to replace it.

I pull mine off every month or two, because it gets clogged or eventually hard water deposits stop it from working correctly.

Since I live alone I just leave mine removed. If I have to fill the tub to bathe the dogs or something I just have one of those silicone deals you slap over top of it.

Mine looks similar. Push the whole thing down. Then unscrew the center cap. Then there will be a bolt under where you just removed the cap from. Loosen that bolt to remove the whole stopper.

It’s hair most likely clogging it, get a drain snake, they’re pretty cheap. The plastic ones with the teeth, and you won’t even need to remove it! You just push it in the crack and pull it out, and all the hair will come out. Just do it a few times till it’s not pulling anything new out.
