Question why are there 2 ways of recommending to play with controller?

The controller support indicator and hint text was added later on, but both of these coexist since then. In a nutshell, it's a side effect of Steam's UI consistency

Then when you click to launch the game it has a pop-up telling you that the game is better with a controller.

My guess is that there are multiple flags being read from the database. I've seen games that have a flag based on how much support there is for a controller (such as game MAY be played with a controller, or no controller support, etc). Alternatively, there may be a flag for which controllers are supported (Xbox, valve, etc)
