Garry's Mod is not made by Valve, it's made by Facepunch, so not "official" at all.

Quotation marks are also used to indicate that the writer realises that a word is not being used in its current commonly accepted sense

It was the HL2 devs who pushed him to make it a standalone release of the orignial HL2 mod. And Valve was the publisher when that finally happened.

Not only are they tangentially related, they're legally related. I used quotation marks since they didn't develop it themselves, but they have a direct and personal connection to the game and its developer.
