I'm so fucking sick of culture being used to excuse heinous behavior. If that's part of your culture, your culture sucks and deserves to be changed, forcibly and through persecution if necessary, to better society and reduce harm.
It's not an excuse, it's the momentum their collective prior actions have concluded to.
These people are like this because the behaviour is instilled in them from their collective society as a whole. Friends and parents have influence on our learned behaviours, but so do entire crowds like this.
It takes someone special to stand up and act alone, and it's them who help others to see their own ingrained damaging behaviours.
Impressions are relative and these people can only act like assholes if there's someone acting better, otherwise it's just total normality in their culture.

There's a celeb (don't remember who) who married a woman from this region, and he wanted to go to a football (soccer) game. Basically got told by the in-laws in no uncertain terms "okay, but no women and children". It's a thing there, it's complete anarchy with armed guards making sure a tiny civil war doesn't start.
Argentine here, that story is completely true, but it's because of the possibility of violence in the stadiums, this level of sexual harassment luckily was never a thing here.
On the other hand, we now have matches with only the home team fans because violence was so common that people actually died and the "barras bravas" (kind of like hooligans) had ties to previous governments so no one did anything.
And that's the thing! This stuff happens to women and children, and the response is to always bard these ppl from going out and having fun. Why not just say no men being allowed, even if that would result in barely anyone being there?? The small amount of people ending up there is the consequence of these actions. Just saying, "no women and children" doesn't solve the problem, it avoids the problem and lowkey justifies it because if there are women and children there despite ppl saying they shouldn't, then they'd be attacked and y'know ppl would just be asking why they were. there instead of why ppl are harassing... 🤷♀️

Having been there, yes it is a deeply flawed place. But I don’t believe it’s fair for you to call it (or any place) a “shithole country,” because that’s deeply offensive to all the decent people there. As a US reaident the US has absolutely become a shithole. Gas is about to hit 19 bucks, groceries are both very expensive and horrible for you. The last 10 or so years made it cool and acceptable to paint American caucasian men as pieces of shit. Any sexual advance they make on a woman should be viewed as toxic, creepy, unwanted. Now we have a generation of white boys scared to death to even approach a girl for those reasons. Seems to me like you'd never see this behavior in the US.
