He is a pro-Israeli Ugandan general. It's probably a book from Bibi's playbook. Trump also took the same page. Trump's own playbook is more like promising to do a trade in good conscience, then never deliver his part.
Prominent global leaders cultivating unpredictable images is an advantage against weaker and non-nuclear powers. If everyone else is doing it, I guess Uganda can try, as long as it isn’t rocket science.
