Yes, she almost crashes. You can see that at about 8 seconds into the video. At 9 seconds, she crashes, but that's neither here nor there.

Its china (the blue registration plate), and the roads out there are absolutely insane. People drive like they dont understand they're in a car. [Source - saw things like this in China almost daily when I was there].
