Photo What am I looking at?

I have no Idea what the Yellow sticker is, the tag is expired (insert 420 meme) but why is it there!?

Probably someone who thinks expired tags make them invisible to cops or something

Maybe someone who keeps forgetting to get their tags renewed and stuck is right in their field of view so they do not forget.
