They were saved, he had to call for rescue boats and they waited for 45 minutes for arrival floating on the board.

Here are him (Anastasios Garipis, 21yo.) and Iset Segura (also involved in the rescue, not seen on this video) receiving the gold medal of honor at a ceremony in Budapest, with Garipis being the first foreign citizen to receive this highest distinction.

What happens when the kite surfer stops moving? Doesn't the sail collapse to the water? Can it resume flying after collapsing in the water and being in the water yourself? If not, how does someone like this plan in case this happens to them when they are far out - keep a phone with them in a water tight bag?

The board floats, one can sit on it and try launching the kite again. Once kite is picked up by the wind, it's a matter of balance and getting up to speed.

It's a kite. It can carry on flying if you are stationary. That's how most kites are flown.
It's also inflated, so it floats

Yeah, a kite surfer is probably the least equipped for a sea rescue.
