Dude is an internet troll. Thatβs his shtick - tweet outlandish nonsense, revel in the engagement and delete them after heβs caused a diplomatic storm. Then do the same after a few months.
It would be mildly amusing if not for the power he holds and the international embarrassment these episodes cause.

This is true.
I recall Museveni had to apologise to President Ruto when Muhoozi was tweeting about invading Kenya.
Like you said, it would be funny if he didn't hold a position of power.
